127 days following the declaration of the province of Davao Oriental as insurgency-free, the members of the Provincial Peace and Order Council (PPOC) Executive Committee remains fully committed to sustain the province’s long-desired peaceful state.
During the Council’s Executive Committee meeting held yesterday, January 23, its members tackled the sustainment agenda that will ensure the protection of the communities against the resurgence and re-infiltration of the Communist group.
701st Brigade Commander Brigadier General Oliver Maquiling said that while the province had already been cleared from insurgency and that zero Communist-Terrorist Group activities have been monitored since the declaration, measures to protect communities and eradicate Communist influence must be prioritized. This includes addressing exploitable issues in the communities, massive information campaign, and continuing programs and support to various People’s Organizations.
Last year, the 701st Brigade and its different units successfully dismantled Guerilla Front 18, Sub-Regional Committee 1, and Sub-Regional Committee 2 of the NPA’s Southern Mindanao Regional Committee. This feat led the Brigade to receive three (3) Battle Streamer Awards from the Armed Forces of the Philippines.
He said this accomplishment resulted from the effective sustainment operations and convergence effort of all development partners.

Meanwhile, to further sustain the peaceful state of the province, the PPOC Execom adopted the Revitalized Philippine National Police’s KASIMBAYANAN (Kapulisan, Simbahan at Pamayanan) through a PPOC Resolution.
The program, conceptualized in 2020, complements the Revitalized Pulis sa Barangay (RPSB). Partnering with faith-based organizations, KASIMBAYANAN aims to bring about holistic transformation not only within the PNP organization but also in the communities.

Governor Corazon N. Malanyaon lauded the PNP, the Philippine Army, and all other development partners for their efforts in ensuring peace in the province, especially now that her administration is bent toward programs for economic development.
During the meeting, the council also recognized the efforts of the outgoing Battalion Commanding Officers of the 66th and 48th Infantry Battalions. Lt. Col. Mike Julius Munar and Lt. Col. Enrique Rafael contributed significantly to the province’s triumphant declaration as an insurgency-free province.
Also present during the meeting are Department of the Interior and Local Government (DILG) Provincial Director Orle Cabaobao, League of Municipalities President Caraga Mayor Ronnie Osnan, Mati City Mayor Michelle Rabat, Board Member Rotchie Ravelo, and Ending Local Communist Armed Conflict Action Officer Retired Brig.
