Crafting of Metropolitan Davao Master Plan Gets RDC’s All-Out Support

Governor Corazon N. Malanyaon, the newly appointed Regional Development Council Chairperson, assures the support and cooperation of all local government units in the region in the crafting of the Comprehensive and Sustainable Urban Development Master Plan for Metropolitan Davao.

In a recent meeting with the Preparatory Survey Team of the Japan International Cooperation Agency (JICA), Governor Malanyaon expressed the RDC’s commitment to enjoin all LGUs involved to actively comply with the necessary documents and requirements for the crafting of the master plan.

“We at the RDC assure you of our support in terms of ensuring collaboration with the different stakeholders, as well as compliance of the LGUs, especially on the availability of the required documents so that you will be able to produce the much-needed document master plan,” Gov. Malanyaon told the JICA representatives.

The government of Japan, through the JICA, has approved a technical assistance grant for the preparation of the master plan for Metropolitan Davao. 

“The masterplan is a crucial document to guide the future growth and development of the metropolis,” said National Economic and Development Authority Regional Director Ma. Lourdes Lim.

On April 13, 2022, Former President Rodrigo Duterte signed the Metropolitan Davao Development Authority Act into law. Part of the said law is the need to formulate a Master Plan.

NEDA said that the urban master plan shall support the realization of the vision for Metropolitan Davao of becoming “a highly industrialized and globally competitive metropolis with highly-skilled and productive human resources, both men and women, and diverse but cohesive communities living in a safe, climate-resilient environment with modern and efficient infrastructure, sustained by governance that promotes equal opportunities for all.”

Metropolitan Davao Sustainable Urban Development Master Plan will cover 1) Land use planning; 2) Agri- ecotourism promotion and management and urban greening; 3) Davao Gulf coastal resource management; 4) Joint service delivery for urban facilities and services, including transport and traffic management, roads and other infrastructure development projects; 5) Joint service delivery for urban facilities and services – housing; solid waste management; sewerage systems; disaster risk reduction, public safety, integrated flood control, and climate-change proofing; digital connectivity; and water and energy.

RD Lim happily announced the expansion of the plan’s geographic scope, which now covers other municipalities and cities in the region, including the City of Mati in the province of Davao Oriental.

Governor Malanyaon said that coming up with the Master Plan is the initial step toward achieving sustainable development. She said with this document, “We anticipate an acceleration of inclusive growth of the region. We look forward to the realization of this much-needed Master Plan,” said the Governor.
