Infra Projects Under BDP Set to Start in Former Communist-Infested Barangays in Banaybanay Town


BANAYBANAY, DAVAO ORIENTAL – The construction of various high-impact infrastructure projects are bound to start in six (6) barangays in the municipality of Banaybanay following the groundbreaking ceremony held on August 12-13.

Davao Oriental Governor Nelson L. Dayanghirang led the capsule laying of the projects in the six (6) barangays which are beneficiaries of the P20 million Barangay Development funded under the National Task Force to End Local Communist Armed Conflict.

These projects are:

(1) Upgrading/Improvement of Barangay Road Network at Purok Centro to Purok Sta. Cruz, and construction of Potable Water System (Level III) in Barangay Paniquian;

(2) Upgrading/Improvement of Barangay Road and construction of Potable Water System (Level III) in Barangay Mahayag;

(3) Concreting of Road from Boundary Sitio Casilak and construction of Potable Water System (Level III) in Barangay Causwagan;

(4) Concreting of Road at Purok 8, Concreting of Road at Purok 3 and 7, and Construction of Potable Water System (Level III) at Barangay Maputi;

(5) Upgrading of Barangay Road and Construction of Potable Water System (Level III) in Barangay San Vicente; and

(6) Concreting of Road at Purok Payapa, El Vibo and El Centro as well as the Construction of Potable Water System (Level III) in Barangay Mogbongcogon.

Governor Dayanghirang said these projects are made possible due to the collective effort of the national, provincial and local government units, and of the residents who exerted all efforts to attain an insurgency-free community.

“These projects are a manifestation of how development can easily happen when there’s peace,” the Governor added, emphasizing that where there is peace, development follows.

The said barangays are among the 32 barangays in Davao Oriental that were cleared of New People’s Army (NPA) rebels from 2016 to 2019. All 32 barangays are entitled for a P20 million funding under the BDP.

As part of rehabilitating the insurgency-cleared barangays, Governor Dayanghirang also said the establishment of basic infrastructures and delivery of social services will soon follow to maintain the peace and order in the six villages.

“We recognize that the root causes that draw vulnerable groups into the local communist armed conflict can be traced to poverty, hunger, lack of access to education and economic opportunities, inadequate healthcare and infrastructure, and injustice. Our goal in the PTF-ELCAC, through the BDP, is to address these fundamental factors,” said Governor Dayanghirang.

The BDP is a key program of the National Task Force to End Local Communist Armed Conflict which seeks to bring development to communities that were formerly identified as conflict-prone areas and guerilla fronts of the Communist Part of the Philippines (CPP) and its armed wing, the New People’s Army.

Meanwhile, on August 13, a separate blessing and turnover ceremony took place in Barangay Bagumbayan, Lupon for the completed Potable Water System (Level II).

Among those who consistently showed support in the two-day event were District 2 Representative Cong. Joel Mayo Z. Almario; Vice-Governor Nino Sotero L. Uy; Board Members Enrico Antopuesto, Anacleto Macatabog, and Ian Larcia; 701st Kagitingan Brigade Commander Col. Oliver Maquiling; 66th Infantry Battalion Lt. Col.
