In a decisive move to uphold a drug-free workplace, the provincial government of Davao Oriental has intensified its commitment to drug prevention by fully implementing the Drug-Free Workplace Policy. The initiative was officially launched on March 3, 2025, at Capitol Hills Gymnasium in Mati City.
As part of this policy, approximately 2,700 provincial government employees from various departments and offices underwent mandatory drug testing, including district hospitals, tourism eco-parks, and other related institutions. This measure reflects the government’s steadfast approach to ensuring a secure and professional work environment free from the influence of illegal substances.
The initiative not only enforces strict drug-testing policies but also aims to educate government employees on the harmful effects of psychoactive substances, substance addiction, and effective strategies for drug abuse prevention. The program seeks to instill a culture of responsibility and vigilance against drug use by promoting awareness.
Understanding the Risks of Addiction
“Addiction doesn’t happen overnight. It starts with curiosity, a single cigarette, and the wrong company,” warned LPT Afif T. Ambor, Action Officer of the Provincial Anti-Drug Abuse Council (PADAC). During his address, Ambor emphasized that drug use often begins with seemingly harmless experimentation—such as smoking—and escalates under peer pressure, particularly among young adults.
He elaborated on the harmful effects of various drugs on the central nervous system, highlighting their consequences for individuals and workplace performance. Employees can make informed choices and contribute to a drug-free work environment by understanding these risks.
Ensuring Compliance and Integrity
Mr. Miguelito Trocio of the Provincial Human Resource Development Management Office (PHRDMO) outlined the planned drug testing procedures to ensure compliance with the Drug-Free Workplace Policy. He emphasized the province’s commitment to rigorous and consistent monitoring, ensuring that all government offices uphold high standards of integrity and professionalism.
The initiative is strongly backed by Governor Niño Uy, who has long advocated for a drug-free Davao Oriental. His commitment is reflected in Executive Order (EO) No. 1, Series of 2004, which mandates establishing and reinforcing drug-free workplace policies across all provincial government departments and offices. A key element of the EO is the mandatory, unannounced yearly drug testing for all elected and appointed public officials. By setting a high standard for government employees, Governor Uy aims to lead by example, inspiring change and a province free from drug-related issues.
Through this initiative, Davao Oriental strengthens its dedication to eliminating substance abuse and fostering a safer, more productive work environment. Through increased awareness, accountability, and robust prevention measures, the province continues its fight against drugs to set a brighter future for its workforce and communities.
