DAVAO ORIENTAL – Governor Nelson L. Dayanghirang led the signing of a resolution condemning the atrocities relentlessly committed by the Communist Party of the Philippines – New People’s Army – National Democratic Front (CNN) and declaring them persona non-grata in this province.
Governor Dayanghirang together with First District Representative Corazon N. Malanyaon, Liga ng mga Barangay President Board Member Rustan Castillones, and all ten Municipal Mayors of this province jointly signed the Resolution No. 2 Series of 2019 on February 19, 2019 at the Tourism Annex, City of Mati during the Provincial Peace and Order Council Executive Meeting.
In his opening statement, Gov. Dayanghirang said that the continued presence of the leftist movement also continues to threaten Davao Oriental populace as well as hampers the implementation of new developments.
“This continuing concern still arises in the Province despite being pronounced as insurgency-free province in the year 2016,” said Gov. Dayanghirang.
Although the Provincial Government has already put a lot of effort in eliminating the problem of insurgency, Governor Dayanghirang relentlessly urged the local leaders to continue building strategies and exhaust all means to improve services and development programs for the people.
Gov. Dayanghirang encouraged the vital participation of the local chief executives of the province in ensuring peace and order. He added that all strategies should be fully coordinated to effectively prevent and suppress criminality and to maintain public order and safety.
“It is imperative that these should be felt in your area of responsibilities. With governance felt on the ground, we can perhaps abate if not eliminate presence of the left,” he added.
CPP-NPA-NDF as a “threat”
The Communist Party of the Philippines or CPP was founded in 1968 by former student activist Jose Maria Sison who seeks to establish a new democratic state in the country that is being led by the working class and be free from the influence of the United States.
CPP has two related units: its armed wing, the New People’s Army (NPA), which was established in 1969; and its political arm, the National Democratic Front of the Philippines (NDF). The NDF is the umbrella organization of communist-run organizations, and it represents the CPP-NPA in negotiations with the Philippine government.
Since the establishment of CPP, the group has engaged in guerilla warfare against government forces, believing armed revolution is the solution to replace what it considers the current oppressive system.
With continued presence of the CPP that threatens security and development of the province and the Philippines as a whole, the PPOC Executive Committee issued the aforementioned resolution in support also to President Rodrigo Duterte’s Executive Order No. 70 that bids to finally put an end to the country’s decades-long communist insurgency through the “Whole of the Nation approach.”
