The 4th Quarter Provincial Peace and Order Council (PPOC) Meeting, held on November 22, 2024, at the Capitol Grand Conference Room, showcased Davao Oriental’s steadfast commitment to maintaining its insurgency-free status. Led by PPOC Chairperson and Governor Niño Uy, the meeting focused on strategies to uphold peace and foster development in the province—a significant milestone in its journey toward progress.
Key initiatives discussed included strengthening partnerships with peace and development stakeholders, bolstering people’s organizations, and intensifying efforts to combat criminality, ensuring the safety and security of residents.
Governor Uy emphasized the critical importance of protecting the youth’s education by preventing the re-establishment of illegal schools, such as Salugpungan, which previously propagated extremist ideologies. He assured stricter border security measures to avert any potential resurgence of activities that could disrupt the province’s harmony and progress.
Strengthening Law Enforcement and Environmental Protection
The council proposed heightened enforcement against illegal mining and the extraction of sand and gravel—activities that harm both the environment and communities. In addition, greater dissemination of information and peace-building initiatives aim to fortify stability and development across Davao Oriental’s barangays.
Championing the “Happy Home” Program for Former Rebels
A highlight of the discussion was the continued success of the “Happy Home” program, a transitional facility for former rebels that aids in their reintegration into society. Recognized as a model initiative nationwide, it recently processed its final batch of reintegrating former rebels, each receiving PHP 65,000 in immediate and livelihood assistance.
Additionally, the firearms remuneration for 11 former rebels, amounting to PHP 2.9 million, is underway, further demonstrating the government’s commitment to sustainable peace.
Honoring Peacekeepers and New Leadership
During the meeting, Governor Uy honored the tireless sacrifices of uniformed personnel dedicated to maintaining peace. A resolution was also passed recognizing the achievements of outgoing 701st Brigade Commander Brigadier General Oliver Maquiling, whose leadership played a pivotal role in achieving the insurgency-free status.
Welcoming the new 701st Brigade Commander, Brigadier General Allan Jose Lorenzo Taguba, the PPOC reaffirmed its commitment to peace and security under his guidance.

In his closing remarks, Governor Uy highlighted the overarching goal of these efforts: “To create a safe and peaceful province for the people of Davao Oriental.”
