The Province of Davao Oriental has once again earned national praise, this time being recognized as one of the top-performing implementers of the Enhanced Comprehensive Local Integration Program (E-CLIP) in the entire Davao Region and across the country.
The award was given during the 7th Founding Anniversary of Task Force Balik-Loob held today at Camp General Emilio Aguinaldo in Quezon City on May 21, 2025.

DILG Provincial Director Orle Cababao personally accepted the award on behalf of Governor Niño Uy, highlighting the strong leadership and commitment of the provincial government to peace and reintegration efforts. The award was presented by Undersecretary for Defense Affairs and Task Force Balik-Loob Chairperson, Usec. Angelito De Leon.
Davao Oriental stood out for its proactive and effective implementation of E-CLIP, particularly through its flagship program, the Happy Home — a halfway house that provides meaningful support and reintegration opportunities to Former Rebels (FRs). The province also maintains a dynamic and responsive E-CLIP Committee focused on delivering genuine services and support.
According to Task Force Balik-Loob, the province’s efforts have created a significant impact, transforming the lives of many former rebels and offering renewed hope for those who have chosen to abandon armed conflict.
This recent recognition builds upon Davao Oriental’s previous accolades, including the prestigious Galing Pook Award in 2023 for exemplary practices at the Happy Home, now known nationally as a model of reintegration.
In a message delivered through Cababao, Governor Niño Uy expressed deep gratitude to Task Force Balik-Loob, the Department of the Interior and Local Government (DILG), the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and all partner sectors working tirelessly for peace and positive change.
“This recognition is not just for the Provincial Government, but for every Davaoeño who strives for a more peaceful and harmonious community,” the governor said.
E-CLIP is a government initiative aimed at helping former rebels start anew by providing education, livelihood assistance, and psychosocial support.
With unwavering dedication, Davao Oriental continues to demonstrate that peace and hope are possible through genuine unity and compassion for the people. KLD
