DAVAO ORIENTAL – A total of 61 traffic enforcers from all municipalities and the City of Mati have completed the Deputation Seminar for Traffic Enforcers enabling them to issue Temporary Operator’s Permit (TOP) and Impounding Receipt for Motor Vehicle (IRMV).
The activity was spearheaded by the Land Transportation Office, Philippine National Police, and the Provincial Government of Davao Oriental on February 7-8, 2019 at the Honey’s Hotel, City of Mati, this Province.
The enforces underwent intensive lectures and open forum on subjects Traffic Law Enforcement, Motor Vehicle Registration, Franchising, Driver’s Licensing, Traffic Signs Signals, Road Makings, and Rights of Way Rules.
Laws and Regulations of traffic was also discussed with focus on the Land Transportation Code, Philippine Clean Air Act of 1999, Seatbelt use Act of 1999, helmet Act of 1999, Motorcycle User’s charge Act, Anti- Distracted Driving Act, children’s Safety on Motorcycle Act of 2015 and Anti- Drunk and Drugged Driving Act of 2015.
Along with this was a lecture on the proper Filling up of TOP and IRMV Forms Documentary Requirements. All of which was delivered by the Land Transportation Office Regional Office, Region XI headed by Regional Director Atty. Gomer J. Dy, CESO duly represented by Asst. Regional Director Neil M. Cañedo, MBA.
On the second day, the local enforcers were guided by the LTO XI personnel headed by Mr. Eric Ang in the actual implementation of their lectures through an on-the-job training activity.
According to Mr. Joel Mandaya, LTO Chief of the City of Mati, the OJT Operation confiscated 197 driver’s licenses and 11 vehicles impounded including two vans with various violations. The seminar hoped to strengthen convergence approach in the intensified traffic law enforcement among LTO, LGUs and PNP; equip traffic enforcers with knowledge of LTO laws, rules and regulations for them to be effective and efficient in their functions as traffic enforcers; maintain and strengthen highest degree of professionalism in their field enforcement activities and motivate motorists to advocate road safety taking advantage of the appropriate training and skills of these law enforcers.
Governor Nelson L. Dayanghirang and the Provincial Government of Davao Oriental has always been supportive and concern about the safety and welfare of the province’s constituents, thus, continually encouraging the people in abiding to these traffic rules and regulations. Along with this effort is the presence of the LTO in the NLD- BOC where people can register and renew drivers and vehicles licenses.
“It’s a welcome development that the police are being deputized since the LTO does not have enough manpower to enforce the traffic laws,” he said.
