Davao Oriental Launches ALAB: A Groundbreaking Program for Safer and Disaster-Ready Communities

As a powerful start to 2025, Governor Niño Uy personally spearheaded the rollout of his flagship disaster preparedness and mitigation program, ALAB (Alalay para sa mas Luwas at Andam na Barangay), on January 3. This program aims to fortify barangays across the province in preparation for natural calamities.

Officially launched in December 2024, ALAB was established through Executive Order No. 48, Series of 2024, signed by Governor Uy on November 29, 2024. The innovative initiative seeks to enhance the capacity of barangays, equipping them to become more resilient and proactive in responding to disasters.

A Commitment to Resilience and Preparedness

Governor Uy emphasized that the program reflects the Provincial Government’s unwavering commitment to supporting communities before, during, and after disasters. “Our programs must consistently provide assistance not only during calamities but also in preparation for them. As a province frequently affected by climate-related events, we must always stay ready,” he said.

The collaborative effort is backed by various provincial offices, including the Provincial Disaster Risk Reduction and Management Office (PDRRMO), Provincial Social Welfare Development Office (PSWDO), Provincial Health Office (PHO), Provincial Agriculture Office (PAGRO), and others. These offices form the ALAB Provincial Task Force, working together to implement sustainable disaster-response measures.

Bringing ALAB to the Grassroots

On its first day, Governor Uy, accompanied by teams from the Provincial Barangay Affairs and Social Services Office (BASSO), PopCom, PTO, and PHO, visited barangays Tamisan and Bobon in Mati City, as well as Tomoang and Jovellar in Tarragona.

The activity featured information and education campaigns on disaster preparedness and response, empowering residents with knowledge to stay vigilant during emergencies. In addition, 5,356 families from the four barangays received rice aid as a gesture of support. “Although the rice assistance may seem modest, what matters most is that everyone benefits, without bias or exclusion,” Governor Uy affirmed.

A Vision for Long-Term Impact

As Chairperson of the Provincial Disaster Risk Reduction and Management Council (PDRRMC), Governor Uy reiterated his commitment to prioritizing barangays, the first line of defense in any calamity. “The government must always be ready to assist its people. We must never compromise proper service for political interests,” he declared.

The ALAB program is designed for longevity, aiming to cover all 183 barangays in Davao Oriental. Governor Uy assured residents that the initiative prioritizes the well-being of the people, reinforcing good governance as a foundation for community resilience.
