Provincial Gov’t Readies For Covid-19 Digital Contact Tracing System Using Qr Code Through Pilot Testing at Capitol

DAVAO ORIENTAL — In preparation for the full-scale implementation of the Davao Oriental Digital Contact Tracing System (DAVOR-DCTS) quick response (QR) code in the province early next year, the provincial government started the pilot testing of the QR code implementation at the Provincial Capitol.

On December 7, 2020, the provincial government through the DAVOR-DCTS Team of the COVID-19 Provincial Task Force conducted an orientation and downloading of the scanning application for the QR code at the Provincial Capitol. The orientation was participated by the Capitol employees who will be the subject of the QR code pilot testing.

“While the QR code system will supplement the province’s extensive contact tracing effort, it will greatly help in mitigating the spread of the coronavirus disease,” said Provincial Task Force on COVID-19 Action Officer Dr. Reden Bersaldo.

Through the recent pilot testing, government officials, and office representatives were directed to activate their QR codes. Each office are equipped with a scanning application, of which all QR codes scanned will automatically be sent to the system.

“Through a prompt from the scanning application, individuals who are tagged as Person Under Investigation or Person Under Monitoring will not be allowed entry at the Capitol premises and will be advised for quarantine,” said PDRRMO Operation Center Manager/DAVOR-DCTS Coordinator Mr. Francis Jason Bendulo.

Once fully-operational in 2021, the QR code system will be implemented at the border control, business establishments, churches, schools,  government and private offices. “Those who do not have a QR code, valid identification card, and face mask and shield will not be allowed entry,” said Mr. Bendulo.

To date, the province has distributed DCTS form in the barangays. These forms containing basic information will be filled out by the barangay workers and will be submitted to the province for technical reviews, name encoding, and data sorting. “This will avoid hassle on our constituents and will also assure the accuracy of data,” said Mr. Bendulo, adding that this is in line with Governor Nelson Dayanghirang’s Nagkakaisang-Lingkod Bayan ng Davao Oriental which brings services directly to the people, especially in the hinterlands, considering that not all residents of the province have access to cellphones, computers, and the internet.

For its seamless implementation, the province is working closely with the municipal and barangay local government units.

Meanwhile, the DAVOR-DCTS Team is also set to establish, an online registration system for non-resident, including authorized persons who intend to travel outside the province. “This would also serve as an additional requirement for returning residents, including locally stranded individuals and Overseas Filipino workers,” he said. “Once fully-functional, individuals can generate a unique QR Code through the DAVORDCTS mobile application for free,” he added.
