Davao Oriental has earned national recognition as one of the 132 outstanding Local Government Units (LGUs) in the Philippines to receive the prestigious Subaybayani Award from the Department of the Interior and Local Government (DILG). The award highlights the province’s exemplary performance in implementing infrastructure projects.
On December 3, 2024, Governor Niño Uy proudly accepted the award during a formal ceremony at the Sequioa Hotel in Manila. This recognition underscores the province’s dedication to quality governance and effective project execution for the benefit of its people.
What is Subaybayani?
The Subaybayani program is a flagship initiative by the DILG that honors LGUs that demonstrate outstanding infrastructure governance. It emphasizes the crucial role of local governments in driving community transformation through efficient project implementation and monitoring.
The program is supported by SubayBayan, an online monitoring platform created by the DILG to ensure accountability and transparency. Under this system, Davao Oriental has showcased its leadership in managing funds, such as the Local Government Support Fund (SBDP and FALGU) and other PLGU-funded projects.
Infrastructure Excellence in Davao Oriental
Davao Oriental’s award-winning performance includes the successful completion of 43 infrastructure projects, such as:
- Farm-to-Market Roads
- Potable Water Systems
- Electrification Projects
- Housing Developments
These projects were assessed based on the following criteria:
✅ Timeliness: Completing projects within the planned schedule.
✅ Completeness: Ensuring all details are delivered as promised.
✅ Accuracy: Providing precise data and effective reporting.
✅ Quality: Maintaining high standards in project implementation.
At the regional level, Davao Oriental emerged as one of the Top 3 LGUs in Region XI for exceptional performance.

DILG Provincial Director Orle Cabaobao, Provincial Planning and Development Coordinator Freddie Bendulo and Provincial Engineer Ruel Dumadag joined Gov. Uy in accepting the award. PIO
