Work Experience:   A certified public accountant and a lawyer. Before she entered politics, she worked for a commercial bank, then in a big auditing firm with branches nationwide servicing local and multinational companies, and later, she founded an auditing and management firm in partnership with experienced accountants. She taught part-time at the Ateneo de Davao College of Commerce. When she became a lawyer, she established a law firm in partnership with other lawyers in Davao City and also taught part-time at the Ateneo de Davao College of Law.

Political Career: 

She was a 3-term Governor who served from July 1, 2007 – June 30, 2010, July 1, 2010 – June 30, 2013, and July 1, 2013 – June 30, 2016, respectively.

She is serving again as Governor of Davao Oriental from 2022-2025.

DEVELOPMENT AGENDA AND PROGRAM OF GOVERNANCE WITH A HEART

As the provincial administration centers its development programs on agriculture and tourism as tools for economic recovery, it prioritizes the rehabilitation of roads, particularly those leading to farms and tourist destinations through Oplan Karsada, which will help agriculture and tourism take off.

The Provincial Government seeks to achieve access for all to safe drinking water by providing Potable Water Systems to communities that direly need it.

The Provincial Government and the local electric distributor, Davao Oriental Electric Cooperative, Inc. (DORECO), will partner in the massive clearing operation of electric lines across the province to address the frequent power outages.

As for the long-term intervention for electrification, the provincial government envisions establishing renewable energy sources, particularly biomass. Through the establishment of biomass power by the private sector, power rates will be significantly reduced by about 40 percent while providing clean and sustainable energy.

This program stems from the realization that “No tourist or investor will be interested in coming to the province with frequent power interruptions and expensive power rates.”

Tourism has been a significant priority as it is recognized as a potential economic driver. This will cover the rehabilitation of all eco-tourism sites from Banaybanay town to Boston town. The province will build more tourist sites and launch “Davao Oriental Beautiful,” a campaign that will showcase Davao Oriental as a world-class tourism destination in the country.

To cater to the needs of the Davao Oriental constituents, mainly indigent patients, the provincial government is pushing for the nationalization of the Davao Oriental Provincial Medical Center (DOPMC), making it a state-run hospital.

This way, the province can avail of the resources of the national government, particularly the Department of Health, in maintaining and acquiring facilities for the use of Davao Oriental constituents.

The administration puts agriculture and food security as a significant agenda because food is a basic need and is considered the main instrument for economic recovery. Through the Improved Pagkain at Kita (IMPAK), the administration bid to sustainably address the province’s food security and economic recovery.
